Viceprimarul Gheorghe Carp considera ca singura sansa a sistemului de sanatate bihorean este infiintarea unui consortiu de spitale la nivelul judetului. Doctorul Carp crede ca municipalitatile care detin spitale ar trebui sa-si dea mana si sa creeze o constructie ce va sustine si dezvolta sistemul de sanatate si va incerca sa tina sub control cheltuielile. In acest moment, spune Carp, spitalele din bihor lucreaza dupa o logica invechita si ar trebui catalogate dupa competentele pe care le au dar si dupa specializarile intra-spitalicesti. In acest fel, in urma infiintarii consortiului de spitale, orice spital din judet ar sti exact care ii sunt competentele, iar cazurile mai complexe vor fi transferate de urgenta spre cele doua spitale mari din Oradea.
